The background of the story is that during the decisive battle between the KMT and the Communist Party in 1948, the economy of the Kuomintang-controlled area was facing collapse. Fang Mengao, a colonel of the Kuomintang Air Force, was ordered by Chiang Ching-kuo to thoroughly investigate the corruption cases of the Peking Civilian Commission and the Beiping Branch of the Central Bank. It was Fang Mengao's father Fang Buting, so Jiang Jingguo launched the operation of peacock flying southeast.

Fang Mengao's true identity is an underground member of the CCP. He launched a thrilling contest with the Kuomintang Liang Jinglun lurking in the CCP. Jiang Jingguo gave Fang Mengao a secret order to transport the looted gold and silver to Taiwan.
