Flowers was filmed in Shanghai and Hengdian. In order to shoot the film, director Wong Kar-wai booked 6 high-standard studios in Hengdian Film and Television City. The crew built a 1:1 real scene to immersively reproduce the urban scene of Shanghai at that time.
