淦天雷、杨晓蕾、熊国良曾是警校的铁三角。淦天雷为帮杨晓蕾解围打架伤人受到处分，离开警校后南下讨生活，被凯撒集团年轻骨干车厘子相中，带进集团。淦天雷遇到警方卧底海叔，受其点化，成为邰勇峰的线人并屡建奇功，经省厅特批成为一名警察。

最终，经过警方努力，凯撒和谭家两大团伙所有罪犯全部落网，杨晓蕾却英勇牺牲。参加完杨晓蕾追悼会，为查出凯撒背后的国际性犯罪组织，淦天雷又踏上了新征程。
